मगध हेडलाइंस: तमाम अवरोधों और जटिलताओं के बावजूद बहुप्रतीक्षित जाति आधारित गणना की रिपोर्ट अब हकीकत बन गई है. साथ ही यह देशव्यापी जाति जनगणना के लिए माहौल तैयार करेगी. सीएम नीतीश कुमार ने सामाजिक रूप से जरूरी इस काम को पूरा कराया. इसके साथ ही एक बार फिर से नीतीश कुमार, राष्ट्रीय राजनीति के केंद्र में आ गए हैं. हालांकि बिहार में ये आंकड़ें जारी होते ही सियासी घमासान मचा हुआ है।
इस आंकड़े के बाद उठेंगे हिस्सेदारी के सवाल – बिहार के सीएम नीतीश कुमार और राजद प्रमुख लालू प्रसाद देश के स्तर पर जातिगत गणना की वकालत कर रहे हैं, तो जाहिर है पिछड़ों-अति पिछड़ों की नई गोलबंदी की जमीन तैयार हो रही है. जाति गणना की यह रिपोर्ट गांधी जयंती के मौके पर सार्वजनिक हुई है. ग़ौरतलब है कि गांधी ने अंतिम आदमी की बात कही थी. ऐसे में इस रिपोर्ट की प्रासंगिकता तब होगी, जब 215 जातियों में जो सबसे नीचे हैं, उनको सामाजिक, शैक्षिक, आर्थिक और राजनीतिक सीढ़ी पर चढ़ने का अवसर मिले।
जातीय हिस्सेदारी और भागीदारी के लिए किसने क्या – कहा – बिहार के ‘लेनिन’ कहे जाने वाले समाजवादी नेता जगदेव प्रसाद नारा दिया करते थे- “सौ में नब्बे शोषित और नब्बे भाग हमारा है, 90 फीसदी में वे पिछड़े, दलितों, आदिवासियों को भी जोड़ते थे. जगदेव प्रसाद एक और बात कहते थे कि हिंदुस्तानी समाज दो भागों में बंटा हुआ है जिसमें 10 फीसदी शोषक और 90 फीसदी शोषित।
लेकिन राम मनोहर लोहिया ने कहा था “पिछड़ा पावे सौ में साठ”. यानी राजनीति में हिस्सेदारी हो या संसाधनों पर अधिकार हो, पिछड़े वर्ग की हिस्सेदारी 60 फीसदी होनी चाहिए. वहीं बहुजन समाज पार्टी के संस्थापक कांशीराम का नारा था – जिसकी जितनी संख्या भारी, उसकी उतनी हिस्सेदारी.” ये सभी बातें जातिगत प्रतिनिधित्व को लेकर कही जाती थीं. इन सारे नारों या कहें बातों का निचोड़ ये था कि जिस जाति की जितनी आबादी है उसे उसका उतना हक मिले. इसी जातिगत प्रतिनिधित्व का हवाला देते हुए जातिगत जनगणना की मांग पिछले कुछ समय से जोर पकड़ी है. इसी क्रम में बिहार सरकार ने जाति जनगणना के आंकड़ों को जारी कर दिया।
